As published by Study in the States on 2026-10-17: an F-1 student may attend a public school only in grades 9-12, for a maximum of 12 months in total across all public schools, and must pay the full unsubsidized per capita cost of the school district before applying for the visa. Moving from one public high school to another is not allowed, but a transfer to an SEVP-certified private school is. As published by Study in the States on 2026-10-17, there is no time limit for an F-1 student at an SEVP-certified private school. Before the school issues Form I-20, the student must show the ability to pay for the program, housing and other living expenses; the school sets the living-expenses figure.
