As published by IRCC on 2026-10-17: the age of majority is set by each province or territory (18 in Alberta, Manitoba, Ontario, Prince Edward Island, Quebec and Saskatchewan; 19 in the other provinces and territories listed). Minors under 17 must travel with a parent or legal guardian or have a custodian in Canada who is a citizen or permanent resident; for those 17 and older a custodian is optional but may be requested. The Custodianship Declaration (IMM 5646) is sent with the study permit application, signed by the custodian (notarized in Canada) and by the parents or legal guardians (notarized in their home country).
